How To Get Rid Of Stubborn Forehead Acne?

So I’m 13 and I had clear skin until I got bangs in grade 4. I got pimples on my. forehead since grade 6.
Now it got a lot better and it’s just whiteheads. BUT, it’s so stubborn and annoying!
I keep hair out of my face, I don’t drink anything other than water and lemon tea, but it won’t go away!
I wash my face 2 times a day with this foaming tea tree oil cleanser. I tried Proactiv but it doesn’t work.
Benzoyl peroxide made everything worse and salicylic acid makes me break out.
So how do I get rid of this leftover acne? Its like, as soon as it starts to go away, my period comes and I break out. Haha . Do yeah. Help ?

Ps . Home remedies are probably best because store bought products usually make it worse, unless its all natural . Ha. Oh and toothpaste makes my skin red so no thanks !
I have dry-combination skin.
